Schmidt has no authority despite pretending he is the High Representative in Bosnia and Herzegovina. He makes threatens of dismissing politicians but people like Dodik just laugh and dismiss him outright. All Schmidt has is empty words and he is so frustrated to the point he looks more clownish thus the outburst.
